Charles was born on 25 January 1900 to Mervyn Voules and his wife Julia, of Bognor, Sussex. After leaving the College, where he was Head of House, he joined the Indian Army.

In March 1941, as an acting lieutenant-colonel in command of the 3rd Battalion of the 5th Mahratta Light Infantry, he took part in the Battle of Keren, in Italian Eritrea. The Allied troops were eventually victorious in the battle, which helped eject the Italians from their colony – a rare early success for the British Army at this stage of the war. However, Voules died of wounds received in the fight, leaving a widow, Leily. He is buried in the Keren War Cemetery.
