Francis was born on 8 May 1908 in Oakengates, Shropshire, to Edward Mansel, an architect. After leaving the College he went out to the British colony of Sarawak, now part of Malaysia, as a civil servant working in the Treasury in Sarawak. In 1941 the Japanese invaded the colony and he fled to Long Nawang in the Dutch East Indies. However, the following year the Japanese took this colony too, and Mansel was murdered by the occupying forces. It is believed that he is buried locally
