Eliot was born on 2 October 1916 to Gerald Welchman, a former captain in the Indian Army, and his wife Mary (née Fernandez). He worked for a time in a local café at the railway station of Portslade-by-Sea, two miles west of Brighton. Welchman was ‘a very cheerful chap’ according to the son of the café’s owner, but reticent about his personal life.

Welchman was killed in action in north-east France on 13 July 1944, while serving as a flying officer with 166 Squadron, flying Lancaster bombers from RAF Kirmington in Lincolnshire. He is buried in Prez-sur-Marne Churchyard.
