Born on 13 February 1916 in south-west London to Roland Spencer and his wife Eva, of Great Bentley, Essex, Bruce served with the Royal Fusiliers, an infantry regiment, during the war. He took part in the long and difficult fight up the Italian mainland by Allied forces, fighting at Salerno, where the Allies landed, and Monte Cassino. He was mentioned in despatches.
In the winter of early 1944 the regiment took part in vicious skirmishes, despite the lack of a full-scale offensive. Spencer died on active service during this period, and is commemorated at the Cassino Memorial.
